Buy a hat and dog parts to the long cable ties. It will take some time, but I bet you can choose a color close to your dog and get the thread color would look good.
Buying a cheap wig, by what looks like a mane off, put a little elastic, and hold to it. You can fluff the wig with a normal brush style.
Poor dog!
